The rough ER has ribosomes attached to it that assemble proteins. The way to describe it is its a series if flattened sacs connected. Smoth ER is kind of the same but obviously more smoother, with no ribosomes attached to it. Think of it as a factory creating many of the products that a cell needs to function. Smooth ER is found in both animal and plant cells.
